Lok Sabha Recruitment 2018-19 for Research Fellowships

Introduction to Lok Sabha Research Fellowship:

Lok Sabha Secretariat has started recruitment for 25 Research Fellowships to undertake research of high standards on Parliamentary themes to understand our Parliament and it’s functioning in a better way and to identify the changing nature and role of our parliamentary institutions. The candidates with the brilliant performance in academy or expert in their respective domains are eligible for this Fellowship.The Fellowship Committee in Lok Sabha Secretariat will select the candidates for the fellowship.The research officers in Lok Sabha Secretariat will guide the fellows on the subjects finalized by the Fellowship Committee to produce the books on subjects related to parliamentary democracy.

Research Fellowships

 

Eligibility Criteria:

(a) The scholar’s age must lie under the range of 25 and 70 years of age on the last date of application.

(b) The scholar must have a Master degree in any of the social science disciplines with excellent research publications at the time of application.
(c) The scholar must have excellent academic record in any discipline relevant to parliamentary studies or should be an expert in her/his own domain.

The applicant is required to send his/her deatils in the prescribed format (Annexure), duly filled-in, along with a Synopsis of 1000 words of his/her proposal

 

Scholarship Amount:

The Research Fellowship’s amount for writing Books is Rs.10 lakh (Rupees Ten lakh only) and the contingency allowance for the purchase of books, journals, stationery, photocopying, typing, travel expenses and related expenditures is Rs. 50,000/- (Rupees Fifty thousand only). The amount shall be given to fellow in installments, according to the satisfactory progress of the project and recommendation of the Fellowship Committee to that effect.

Duration:

The duration for the Research fellowships is two years strictly with no further extension.

Selection Procedure for granting Research Fellowships:

(a) The Fellowship Committee will select the candidates for the grant of Research Fellowships..

(b) The announcement of fellowships shall be advertised in major newspapers in Hindi, English and regional languages announcing the Fellowships. The detailed procedure for submission of applications will also be uploaded on the Lok Sabha website. Major central universities and reputed educational institutions; all national law institutes/universities; all State Legislatures; Lok Sabha Television; Rajya Sabha Television; Doordarshan; media organizations and other reputed institutions will be requested to share names of suitable candidates for consideration by the Fellowship Committee to the Lok Sabha Secretariat . The notice regarding the Fellowship Scheme may also flow among the media persons covering the proceedings of Parliament.

(c) The Fellowship Committee may also consider meritorious scholars for the Fellowship.

(d) The applicant is required to send his/her deatils in the prescribed format (Annexure), duly filled-in, along with a Synopsis of 1000 words of his/her proposal.

(e) There will be pre-audit of the applicants by the Lok Sabha Secretariat (SRI Cell).

(f) Thereafter, The meritorious proposals from the eligible applications will get shortlisted by the Fellowship Committee.

(g) Selected applicants from the meritorious proposal will get invitation for an interaction/presentation before the Fellowship Committee.

(h) The considered applicants selected from the step(g) will be recommended to the Honorable Speaker, Lok Sabha, for the grant of Lok Sabha Fellowships.

(i) Fellowship Committee may not grant any fellowship during the year in which they do not find any applicant suitable for the Fellowship. Subject to the availability of funds, the Committee may, however, consider awarding the Fellowship for that particular year in the next year.

(j) In every Quarter the Progress Report of the Fellowship project for the consideration and satisfaction of the Fellowship Committee shall be submitted by the Fellow. For the appraisal and perusal of the Fellowship Committee, the final Report shall be submitted in triplicate.

Guidelines for submission of proposals:

(1) The following order of points should be considered while submitting the proposal and conform to the guidelines given under:

(a) Title of the Project

(b) Statement of the Problem:  The problem should be stated in clear and brief manner that is to be investigated, in the opening paragraphs of the research proposal. The problem’s significance should be specified in the theoretical context of the discipline concerned .

(c) Overview of Literature: With the summary of the current status of research in the area, with major findings, the project proposal should demonstrate the relevance of the findings or approaches for the investigation of the problem at hand clearly.

(d) Conceptual Framework: Given the problem and the theoretical perspective for investigation of the problem, the proposal should point the concepts clearly that is to be used and should manifest their relevance for the study. if any experimental or observational dimensions are there that needs to be explored for investigating the problem then it should be further specified.

(e) Research Questions/Hypotheses: Specific questions to be answered and hypotheses to be tested through the proposed study should be explicitly formulated and should have the compatibility with the research design .

(f) Coverage: In the light  the questions raised or the hypotheses proposed to be tested, full information on the following points should be given if sampling becomes requisite:

(i) Universe of the Study,

(ii) Sampling Frame, and

(iii) Units of Observation and Sampling size.

(2) If the study needed any control groups then it should be mentioned specifically. An explanation of the determination of the sample’s size and type shall also be required. Proposals not demanding a sample selection should specify their strategy properly and describe the principle.

(3) Methodology: A desirable description for the methods of research for the study may be given.

(4) Data Collection: The different types of data should be specifically mentioned that are proposed to be gathered . The sources needed to be used for collecting different types of data for each type, tools and techniques should also be specified.

(5) Time Budgeting: The project should be divided in proper stages and the time should also be specified required for the completion of each stage of work.

(6) Bibliography

 

Memorandum of Understanding (MoU):

The selected research scholar shall sign a undertaking, Memorandum of Understanding (MoU), to comply with the terms and conditions mentioned therein with the Lok Sabha Secretariat .

Library facility:

The scholars will also get access to the Parliament Library.

General:

The final decision will be taken by the Honorable Speaker, Lok Sabha in all matters relating to the Research Fellowships.
